Ohio Attorney General gets green light for sweepstakes crackdown

Governor John Kasich has signed an executive order authorizing the Ohio Attorney General to enforce new rules governing establishments known by various names like sweepstakes parlors

The emergency order suspends rules that may otherwise delay implementation of legislation adopted by the state in May.

The legislation gives the Attorney General’s Office regulatory authority over sweepstakes terminal devices used by internet sweepstakes cafes. Cafes are required to obtain a certificate of registration from the Attorney General’s Office and file monthly reports. The Attorney General’s Bureau of Criminal Investigation (BCI) also now will have explicit authority to investigate gambling law violations alleged to occur at internet sweepstakes cafes.

The updated law imposes a $10 limit on the value of prizes. The new law also prohibits prizes in the form of cash, gift cards, lottery tickets, bingo, instant bingo, alcohol, tobacco, firearms, or vouchers for any such items.

Over the years, cafes have been opening in empty buildings and vacant storefronts throughout the Valley and the rest of Ohio.

The new law draws a distinction between the casino-style games played at internet sweepstakes cafes and traditional promotional sweepstakes offered by retailers. Retailers who offer promotional sweepstakes via a terminal device will have certain restrictions and registration to ensure compliance with Ohio law.

Internet cafes may soon need special-use permit to operate in Toledo

Anyone looking to open an Internet cafe in Toledo Ohio may soon have to secure a special-use permit before their patrons can log on.

Councilman Tyrone Riley, who represents District 1, said he will ask for support from his colleagues at the next council meeting to request that the Toledo Plan Commission study the facilities — where people play electronic games of chance similar to slots — and require the businesses to apply for special-use permits to allow more scrutiny from council and give the public a chance to weigh in.

Internet cafe Bust includes Kent Ohio police captain

A captain with the Kent Police Department and his wife were arrested and charged in connection with internet cafe raids that took place throughout Lorain County last month.

James Cole, 52, of Stow, and his wife, Audrey Cole, 45, of Stow, were included in the 10 secret indictments unsealed Wednesday. Lorain County Prosecutor Dennis Will has said 55 indictments were returned by a grand jury in connection to the illegal casino gaming raids.

ELYRIA — Several individuals were indicted on charges in connection with last month’s raids of internet cafes throughout Lorain County.

10 secret indictments in connection to the raids were unsealed, according to court documents. Audrey Cole, 45, of Stow; Roscoe Blankenship, 46, of Clinton; Edward Simon, 46, of Canton; Edward Brown, 54, of Barberton; James Cole, 52, of Stow; Diana Scribner, 52, of Amherst; Zachary Brown, 28, of Barberton; Donald Pasters, 52, of Grafton; Joshua Woehler, of Barberton; and Kimberly Strader, 55, of Amherst, were indicted on charges of engaging in a pattern of corrupt activity and charges linked to operating a gambling casino.

Ohio internet cafes raided in illegal gambling investigation

Players Choice in the Sheffield Center Plaza was one of the businesses raided by law enforcement agencies from around the county and the Ohio Casino Commission.

Local internet cafes were raided throughout Lorain County Wednesday as part of a coordinated investigation by a host of state and local agencies.

Law enforcement, including Lorain, Amherst and Sheffield police, Lorain County Sheriff’s deputies, the Ohio Department of Taxation Criminal Investigations Division and the Ohio Casino Control Commission, raided several internet cafes, including one in Midview Plaza in Eaton Township and three in Sheffield Township along North Ridge Road.
